If you import goods through Dar es Salaam Port, something important changed in January 2025. The Tanzania Revenue Authority (TRA) officially launched the upgraded New Tanzania Customs Integrated System — known as NTANCIS — replacing the previous version of TANCIS that had been in use since 2014. This is not a minor software update. NTANCIS is a major overhaul that affects every importer, exporter, clearing agent, and shipping line operating in Tanzania.

What Is NTANCIS?
NTANCIS stands for New Tanzania Customs Integrated System. It is an electronic platform developed by TRA to bring all parties involved in importing, exporting, and clearing goods together under one digital roof. The system connects clearing agents, shipping lines, port authorities, regulatory bodies, and banks — all through a single interface.
The enhanced system was officially launched on 20 January 2025 in Dar es Salaam by TRA Board Chairman Mr. Mussa Abas Uledi. According to TRA, the system cost over Sh100 billion to develop, and its purpose is to eliminate physical contact between TRA officers and taxpayers by moving all processes online.
Key Changes in the 2025 NTANCIS Upgrade
1. Integration With 36 Government Systems
NTANCIS is now connected to 36 different institutional systems, including Tanzania Ports Authority (TPA), Tanzania Bureau of Standards (TBS), Tanzania Medicines and Medical Devices Authority (TMDA), the Government Chemist Laboratory Agency (GCLA), and multiple other regulatory bodies. This means that instead of visiting each agency separately, importers can access all approvals through one platform — without leaving their offices.
2. Mandatory TIN Requirement on All Manifests
Effective 20 January 2025, all import manifests classified under ‘IMPORT’ must include the Consignee’s Taxpayer Identification Number (TIN). Any manifest submitted without a valid TIN is automatically rejected by NTANCIS. This is a critical compliance requirement: if your shipping line or freight forwarder does not have your TIN on file, your cargo will face clearance delays right from the manifest stage.
Action required: Ensure your clearing agent and shipping line have your up-to-date TIN before your vessel departs the origin port.
3. Online Document Submission — Before Vessel Arrival
Under NTANCIS, clearing agents are required to lodge all import documents at least 7 days before the vessel arrives at Dar es Salaam Port. This includes the Bill of Lading, packing list, commercial invoice, and all regulatory permits. Pre-lodging allows TRA to assess duties and clear documentation before the ship docks — which is one of the biggest factors in reducing demurrage charges.

4. Real-Time Tracking and SMS Alerts

5. TPA and NTANCIS Integration — The TANESW Single Window
In conjunction with the NTANCIS upgrade, TPA’s Terminal Operating System (TOS) is now fully integrated with NTANCIS through a platform called TANESW — the Tanzania Electronic Single Window. This means documents uploaded once flow automatically to all relevant agencies. Port clearance, customs assessment, and regulatory approvals happen in parallel rather than sequentially. The result: Dar es Salaam Port reduced average clearance time from 10 days to approximately 3 days.

- 7 days before arrival: Clearing agent lodges documents in NTANCIS
- 3-5 days before arrival: TRA assesses duties; importer pays through connected bank system
- Day of arrival: Vessel docks; port scanning and physical inspection (if required) begins
- Within 3-5 working days: Cargo released from port for delivery
The risk of delays occurs when TIN is missing from the manifest, documents are lodged late, permits from regulatory bodies are not obtained in advance, or duty payments are not processed promptly.
